can anyone tell me which services (utilities) are which by the blue, red, yellow, and white flags or paint laid out on the ground for marking

The lines and flags are color coded for the service they represent: yellow for gas, oil or steam; red for electric; orange for telephone and cable TV; blue for water; green for sewer; pink for temporary survey markings; purple for reclaimed water and irrigation; and white for proposed excavation.

That is a good question. Construction would need the same code.
I think white is electrical. Blue is plumbing. Yellow is a pathway. I am guessing that red is off limits or live wires(hot).

You could call the city or a contractor.

usually there is a name printed on the flag. It is probably standardized, but could vary from city to city.
