You can't do this online, you have to go to a bank. Once you set it up though, you do have access online.

Just watch the advertising in your area for Free Online banking.

Citibank has free bank accounts, there may be some restrictions like having your checks direct deposited but thats what I do and I am not charged no matter what the balance.

ING is offering 4.40% on a savings account and it is free to open. I don't know if the have checking, but they do have investment options. Go to ING.com
