Biore strips work well but not completely. Since going to the spa or seeing a dermatologist can be a little pricey, this is what I do.
On a daily basis I use Purpose liquid cleanser (By Johnson and Johnson). Then right after I get out of the shower I use Dermologica Multi-active Toner and their Active Moist moisturizer (I have normal to oily skin - I don't like their cleansing gel). I have had 99% clear skin since I began using these products 4 months ago. They are all very natural.
To do spot treatments for small blackheads I rinse a washcloth under hot water and apply it to my face for 5 minutes, re-rinsing half-way though. Back in the day I would have used Biore strips first but I don't really have to anymore. But I do use a comedone extractor (google it - Tweezerman makes a good one but there are medical-grade ones out there for little money) to press the blackhead out with out damaging the pore or surrounding skin. Once I'm finished with my spot treatment I clean my face as normal.
People used to rave about salicylic acid acids for blackheads but my facial lady told me not to use it. It is more for people with severe acne as their oily faces can handle the harsh exfoliation (paraphrased). Gentle cleansers with no traces of alcohol or added medicines have worked for me.

Use the strips! It hurts a bit when you peel them off, but it tears those blackheads right out!
