I would say That Yes it can be a Good Fun Place for her to Go , However she Should Not go without a Trusted Adult :-)
Keep in Mind that there Are Evil People out there who might be attracted by an event like that :-s

Ok, i know im from another country (Brazil), the culture is different and bla bla bla, but come on!!! At the age of 13 i was out partying at night clubs and getting drunk!! And I'm ok, by the way. My future isn't gonna be horroble or anything just cuz of that... I mean, I did a looooot of sh!t, and im one of the best in my class. A little halloween horror party isn't gonna be a problem.

As long as he/she is supervised I have been told by my husband it is awesome. Scary!!! But awesome.
