Does this below section of the T&C's for Sky mean that they can send me a box for free without signing up for the pay channels??

Free Sky box Offer:
You do not have to subscribe to Sky digital. You must enter into an Interactive Discount Contract (IDC). Offer limited to one per household. You are ineligible if you have signed an IDC or taken up a Sky TV Month by Month equipment offer or your household has benefited from either. Sky selects your equipment.

You can sign up for free Sky, the product is called Freesat. It costs around £150. The EPG always shows ALL channels, not just the free ones. There are a few channels not on Freeview, but it also misses out on stuff like More4, and most of the extra ones are useless (e.g. shopping, FOX News, etc.).

You can get free basic cable these days if you take a phone line or broadband, so Freesat is really only any good if you have no cable and no Freeview.

You can still have the equipment without subscribing BUT you will probably have to pay an installation fee (check the fine print), and you will need to have the digibox connected to an active phone line for 12 months.

No, Skys' in the business to make money, you'll have to pay for the channels you want to watch.
