Oh god I wish I could think of the name of this book... I read a book about that when I was much younger... Basically, they taught the person to communicate via touch, so they would use signs they could feel on the palm of their hand as language. I suppose you'd do this the same way you'd teach normal language, by giving them the item, then making the sign for them to feel, or vice versa so the association is formed.
As for functioning, blind/deaf people have blind/deaf dogs, I think usually cocker-spaniels. These dogs are trained to react to visual and auditory stimuli and to alert their owners to danger. This is done by the dog licking the owner's hand, and then lying flat on the floor. The person then knows to leave as guided by the dog, as they are in imminent danger.
There is no reason why this person couls not be an intellectually normal human being, and therefore functioning very well. Computers and advance technology may be able to aid them in making sense of the world. Education would be very tough for them as they would be dependent on a person teaching them how to read braille by telling the, through signs what each braille symbol means, but there's no reason why they shouldn't function very well.
Touch is obviously then the preliminary sense for survival and communication.

The organ of the body in question is the skin. The skin is the largest organ of the body and covers the entire body, so therefore senses all sensation ie touch, temperature change, material on the skin and water etc.

A physically challenged individual with the sensory deficiencies you mentioned cannot definitely function properly even with all the electronic aids.Sense organs allow us to receive information form our environment and sometimes from within ourselves , transmit these information to our brain for them to be interpreted as sound , light , pictures pain etc to which we react.

You are speaking of Helen Keller. If you do not know who she is, read the book. (or watch the movie). The sense organ was... touch.
