if it stays dry and in the garage, will it lose it's potency? does it have a shelf life?

Was it sitting on the concrete or a shelf? Concrete holds moisture and can cause the granules to break down. About the shelf life, it depends if it's plain fert. or if there's weed killer or bug killer or crabgrass preventer in it. If those other things are in it it will remain effective for maybe 3 years (if it wasn't sitting on the concrete). After that expect some fertilization to occur but not much bug killing (if it was a Fert+Insecticide like Scotts Turf Builder with Summergard) as an example.

Only if it has gotten wet and clumps together so bad that it will not work in the spreader. It does not loose its potency.
