What exactly do you want to do with this pic?
you can not transform an image into an HTML code, without using the image as a source.

If you mean that you want a link to a website where you can upload your image and then share it via URL, then use the addresse in the first answer or:

http://tinypic.com

Or whatever you find on the search engines ;)
