fill tank with parts washer solvent and roofing nails shake a lot. Inside will be clean as new sharp points on roofing nails will cut scale and rust out of tank.

This is not an easy thing to do. Depending on the severity of the rust, certain powersport dealers carry a special 3 step gas tank sealant that may help fix your problem.

I'd use the GoldStandard tank kit from KBS. I'm restoring an old Mustang and sealed a tank with it. A little work involved, but turned out great! It's a little cheaper than Por15 too.... who by the way always seem to be raising their prices!!! Having used both brands, I found KBS to be a superior product.

If you're handy...here's a link to the DIY 3 step system by KBS Coatings I used. Their cycle tank kit thoroughly cleans, removes all rust and permanently seals the tank against any future rust. My tank really looks great! Call them if you need any other info. they are eager to help.

make sure its cleaned out well , go to a platers and ask if they have any "alkaline de-rust",better than HCL as it doesnt disolve the base metal.
Or you could find a bead blaster,NOT a shot blaster who does stonework or wagon chassis, and get them to blow the inside out.
Dont bugger about with shaking bolts around the inside, thats a waste of effort
