He would nuke Iran, which would then contaminate everything in the area, including our troops in Iraq.

He would not nuke our troops. The shutdown is to keep all non-essential personel off the streets to keep them safer than in the line of fire. As far as a coup? Well I think there will be a lot of changing of the guard routinely until one faction or another wins out.
