I would definitely say it's harder to become number one, because think of it this way: in order for an olympic champion to win the gold they spend years of training and sacrifice to achieve it, after that they can spend a few additional years staying at their competitive level and winning the gold again and again.
Consider also a multi-billion dollar company that is number one in its industry: they have already spent millions if not more building their infrastructure, training their people, and honing their product. To stay number one, they won't need an equal amount of time or money put in. So it is harder to become number one.
