Because it's a program reserved for those that are in need that are in financial difficulty, not there for someone who's not needy to take advantage of.

well sweety some people cant afford to live on what they make, And sometimes the job that they do have do not have insurance, Medicaid is an insurance policy that is less then medicare, Insurance went up alot , soo alot of people cant afford medicare or any kind of insurance so they go directly to this particular insurance, especially when they have alot of kids

Because this is American and we don't have socialized medicine... medicaid is for those with a serious need...

Definitely a program for the needy, and let's face it - - the people or person in need is not able to choose.
