my tabs on top of YM are as follows
messenger, contacts, action, help.
and non of them contain voice chat or setting as suggested

It's in the settings on the actual message to someone.

First you will need a mic then the other person has to have YM and then there will be options there in the chat window.

yes you can just go into voice chat in the settings

double click on the contact name < then click the icon of the phone
