Tsunami; flood; hurricane; volcanic eruption; earthquake; big freeze... etc. No exact definition -- anything that has a qualititavely different (usually disruptive) effect on everyday life from commonplace fluctuations. Snow in London in Jnauary is a blooming nuisance but it is not extreme because it happens in about five years out of twenty. Ten feet of snow in London would be extreme because no Londoner has ever seen a snowfall that size and the whole city would grind to a halt for many days.
