Anyone involved with knowledge of or responsibilty for planning and implementing the 'Final Solution'. It is this attrocity that sets the Nazis apart from the other ideologies and makes them so disgusting to normal human beings.
I guess Hitler himself gets most of the 'credit' for this, but one man alone cannot murder 6 million.
