I love Halloween , I've also entered and won many costume contests .
I usually go to Party Stores and get ideas and then make my own version . Or sometimes something I see will spark a different idea !
My very favorite costume ever was when my Husband and I made a Wind Up Doll !
Sweet little mini dress with crinoline ,and ruffle panties that showed from under the dress , and a very large homemade key on my back . { I can't forget the black baby doll shoes }
It was very original and of course won first prize .

Here are a few sites to check with all kinds of ideas, most have pictures, and variety in different price ranges.

I found this great idea for my son from web sites like these. I made him a mummy. All you need is an old white sheet, hot glue gun, sweat pants and a long sleeve shirt. You cut strips of the sheet (not neat or even) and soak in water and old coffee grinds or tea bags. It gives that old antique look. Let that dry and hot glue them on the sweat pants and shirt. Use an old hat to make head dressing. It was awesome and he was able to help make it too. I also used it for a project in college for theater appreciation. We had to make a costume and I got an A. So it served 2 purposes. My son also won a costume contest with this costume.

Good Luck!!! Have fun. I love Halloween!!!

You can go as a Barbie doll or a Angle. I am not sure what your preferences is. Are you wanting to be evil looking or being something not scary. You can go as a ghost if you don't want anyone know whos under the sheet? Very simple. What are your likes and dislike, what kind of music you like. I mean you can get ideas from these things. Like Kiss, You can make yourself up to look like one of the guys. Make yourself up to look like a boy? Anythings possible.

Just an idea, tell her to be homicidal maniacs, they look just like everyone else so no custume is required. Or just through a white sheet over her, cut out the eyes and tada you have a ghost.

I hated this when I was younger, but it is cute now...

My mom got a huge moving box and wrapped it in Christmas paper, red sweats or tights a red shirt and a red bow in my hair. It is creative.

Last year for school...I went as a Law Suit. I got one of my work suites and cut out letters LAW and taped them all over my suit. I won first prize for that one.

How about a Princess and a Joker. A good friend of mine and I did that when we were about their age.

Hope this helps

dress her in orange and black. Make a papier mache ball with a hole big enough each way so she can put her head and legs through it and send her out as a humpkin (a human pumpkin!)

Alternatively using orange as the theme watch the original Charlie and the Chocolate factory and send her out as an Oompa Loompa

Well what is your friends sister interested in? She could probably be anything. If you have to make a costume you can probably look up patters on the internet.

I can think of a few costumes....
A dead bride (my personal fave), Polaris (yowza) or a mad nurse (you do your hair really wild, unbrushed and shaggy, and you wear a nurse outfit and have blood under your eyes. It's a party-killer.
