Neutrons increase the effect of the strong force. The strong force is needed to bind the nucleons together so that the electrically repulsive protons don't blow the nucleus apart. In an electrically neutral area, the number of protons equals the number of electrons. This is because the proton has a charge of +1 and the electron has a charge of -1
