Yes, it is DEFINITELY possible to set up your Hotmail and Yahoo account to use in Outlook Express, I've been using it for quite a long long time.
Follow the steps below:
1) From your OE's Tools Menu, Choose Account
2) Click Add, then Mail
3) Type in your email name, next
4) Type in your email address, next
5) Choose among POP3, IMAP, or HTTP
.....If it's Yahoo, choose POP3,
.....If it's Htomail, choose HTTP,
.....If it's your ISP's webmail, consult your ISP's webpage (look for / ask them the SMTP and POP settings, too)
6) the SMTP and POP setting for Yahoo:
.....POP = pop.mail.yahoo.com
.....SMTP = smtp.mail.yahoo.com
.....On the next page, type in your Yahoo account info.
7) for Hotmail,
.....choose HTTP, then choose Hotmail in the next line. Next.
.....On the next page, type in your hotmail account info.
8) follow the subsequent instructions, if any.

are you trying to setup outlook express for yahoo mail? or your isp email?? whats the error message?? all these needed to be included in a question, since we are getting fed up of guessing
since with yahoo mail, u need to pay a charge for using outlook express eg pop3 access.

I don't think that yahoo support POP3. In general, with free emails, like yahoo.com, and hotmail.com you have to actually visit their web site to check your email. That's how they make money by providing free email service to get more hit on their site.( the higher number of hits are, the higher price of advertising are )
