You need to adapt to the situation. If you were always ruled by your heart, you would give away all your possessions and money to those who need it. If you were always ruled by your head, you would constantly criticize the faults of your spouse, parents, siblings and children. Anyone who always or even almost always does one or the other is imbalanced.

doesn't matter which should rule a person. different situations calls for different judgement. if logic has to be decided, mind should be the mover. but if emotions or instincts are called upon (especially on matter of emergencies), hearts rule a person.
in emergency situation, if the situation calls for immediate action (in do or die scenarios), the conflict is should i act now or would i wait for a better solution. instincts carry out our actions, of course.
in scenarios needing deeper sense, weighing what should be decided is the biggest conflict. following the most suitable solution is the best approach, right?
thus, either way, never rule out the other. both complements the other on certain situations... ciao.

The mind can only try to gather and understand as much information about any given situation as possible. It will always be our feelings about that information that decide how we will behave. Even if it is a sentimental drive to be rational, our feelings always rule. So, the answer to your question is neither; both have a role. What it comes down to is if we love enough to overide information that would limit our ability to care for our fellow beings, and if we have the emotional courage to do what must be (rationally) done in times of distress.

It can't be an either/or question. If it were, we could just leave decisions up to the most logical things on Earth, computers. As our heads are the seat of logic, and our hearts the seat of emotion, the best decisions are combination of both seats. Sometimes, decisions are made with all of one over another, to disasterous consequences - staying in a relationship that you know you should leave, versus picking a relationship based on the logic of it, for example. All major decisions have to have both elements in them.

Head, definitely. Decisions from the heart are by their very nature rash, irrational and impulsive. Just the kind of thing that gets people into trouble, or causes them regret later on.
That's not to say we should all be emotionless drones. We just need to keep our irrational side in check.

I think heart, because it tells you the right thing without any selfish interest. Mind use to misguide you most of time, that you have been cheated etc. but heart is so innocent that even if you have been cheated it does not understand that and it saves you from getting hurt and degrading your soul with selfish thoughts
