Please try to persuade your "friend" to take this reptile to your closest State Dept. of Fish & Game, at least they may be able to place this reptile in an appropriate safe environment. Unless your friend lives in Florida or Louisiana near a swamp, releasing a reptile that is not indigenous to the area is irresponsible and dangerous, not just for the humans, but for the reptile itself. If your friend lives in a state (such as California), having the alligator is illegal anyway, but being caught releasing it will be even worse for him. Possible Jail time & Huge fine.
While being able to claim the "ownership" of an alligator is probably like the holy-grail for lizard lovers, (as having fully venoumous snakes is the holy-grail for snake lovers), these beauties are simply not pets! Please leave the Gators in their natural environment!

i think he should report himself to the SPCA or Animal Control in his area, depending on where he lives he might or might not get in trouble but nothing is worse than having that alligator break free and kill a child or even an adult, or setting the animal free and having it come back to humans and eating a person. also i hope this will be a lesson to him that you really can NEVER take a WILD animal such as a tiger or cougar or croc/alligator and make it a pet. something will ALWAYS go wrong
good luck and i hope he doesnt get punished too bad (unless he deservs it)

He needs to call the humane society and they will find a rescue organization or a zoo the gator could live in. The gator will face almost certain death if released and you buddy would get thrown in jail if caught.

Give it to the zoo.
Don't just dump it out in an environment it isn't used to.
