I think it's everybodys public duty to make 'litter louts' accountable for the negligent behaviour. If I see someone purposely dropping litter, I wouldn't hesitate to say something, regardless of how big they are, or how many of them. I think that's the crux of the problem. Fear! people of scared of confrontation, and rightly so. The law's an "a*se", gangs of yobs have become almost untouchable, there anti-social behaviour reaches far beyond dropping litter.

It's not just youths who are guilty of littering. My local park looked more like a landfill site after a typical summers Sunday afternoon. Family's, large groups of people picnicking, leave there plastic packaging, cans, even broken glass. Don't these people have any recourse for their vile actions? It infuriates me to think these mindless individuals can selfishly go around abusing the environment in such a way.

I would love to see the introduction of 'Litter Police' who can enforce on the spot fines for offenders. Furthermore, I wish the Government weren't so obsessed in trying to screw as much money out of motorists (parking fines, speed cameras) and target the real criminals who are hell bent on making decent law-abiding peoples lives a misery.

If it was down to me, I'd have on-the-spot executions for these environmental terrorist!....I rest my case.

You can't really stop them unfortunately. You could ask nicely, but somehow i don't think you will get far. Some of our youths of today are selfish and ANGRY. Why i do not know, half of them dont know they are born.
I would not drag them to the bin, as you could end up getting yourself into trouble, and i am sure you don't need that?
If they persist, then you do need to contact your local authority.
Good luck

Notify the council immediately. Every time I find such an infraction, I let the council know and they deal with it. Confronting the offenders yourself could end up with you being hurt or prosecuted, such as the recent case of the women whose home and garden were vandalized by local teens.

I am with you here my friend - in Manchester there were some on-the-spot fines but the Council seem to have given up. Keep writing to your councillors and demand some action.

i wish i knew, people who do that disgust me, i have a friend who litters and his children now follow his example. so there we have the next generation of people who don't care already being shaped.

I try to tell them it is wrong, but his stock answer is "well it gives litter picker uppers jobs".

Ask them nicely to pick it up and put it in the bin. If they won't do it, then go pick it up and lob it at their head! LOL
