My neighbor has bermuda grass/wiregrass and I just killed it where it had grown into my yard to start growing my fescue... Is there anything I can spray every now and then along that line between our lots to prevent his wiregrass to keep coming into my fescue grass?

Anything that will kill the Bermuda grass will also kill the fescue. Sorry. You can try putting a barrier (like edging) along your property line and that might stop the underground rhizomes from getting into your lawn. Good Luck.
