If it's 100 percent cotton you probably can. But be willing to have it not work out. In other words only do it if you are willing to take a chance. I think sometimes manufactures put the dry clean only label on to make sure they are not liable if it shrinks or gets ruined.
Also, if it's never been washed you might want to hang it dry because if it's never been machine dried it might shrink.

Probably, if it's good quality cotton. Just bear in mind that the home-dyes (Dylon) ask you to use a 90 degrees wash. I use it on cottons all the time (black clothing tends to get greyer and greyer over time and needs refreshing), including mixtures of 5% elastane, to good effect.

You might want to consider if the jacket has a lining. That can be a problem. Viscose can shrink.

I always think a dry clean label on cotton is a con. Had a white, cotton skirt once. Washed far better than dry cleaning.

If a cotton jacket says "Dry clean only" on the label, it means it is lined with something other than cotton.

So the answer is, you can dye it in a cold water bath, but the lining will probably not absorb the dye.

I should think so. The only thing you have to be careful of is a) that the lining if it is manmade may not shrink whereas the actual cotton outer part might; b) the buttons will stay the same colour as at present unless you are going to replace; and c) sometimes the sewing thread if it is manmade will not dye the same colour as the jacket and this can look awful. If I were you I'd give it a go just as long as you are prepared that it could ruin it. Best of luck. Lottie

I don't think I would risk it,unless you don't mind if it goes wrong.If its pure cotton it should be ok,but it depends on the lining
