but almost certainly, T-Mobile are not scamming you, they are following the terms of the contract you signed with them, you just signed it without reading all the small print.
(T-Mobile have way to much to lose by "scamming" you)

You report it to OFCOM. the Office of Communications Etc.... They deal with all radio frequency communication, mobiles, radio, TV, etc.
