What's with all this safe mode crap. In this case here a failed download failed to open. Windows will lock the file for a short period of time and then unlock it sooner or later. You can check the task manager to see if the program is still in memory. If it's there then just end the process. The file should now be free to delete.

Download and install Unlocker. This will install a right click function to Explorer.

For stubborn files just right click and Unlock. Unlocker will delete the file for you. No more of this reboot crap.

F8 key - scroll up to Safe Mode - delete file.

Go to the safe Mode to delete the file.

For going to safe Mode, when your computer starts keep pressing or tapping F8 key on keyboard

what kind of file is it? and what does it say when you try to delete it? Try finding it on your hard drive and then delete it or find it in the registy and delete it. But don't mess with the registry unless you know what you are doing.

First, go on Safe Mode and try to delete it, if don't, use your antivirus to scan it and delete or quarantine it.

You try restoring to a date prior to the installation?

load the pc back up in safemode then delete it
