Good question and a tough one too!Most of the countries lke America,India are trying to find out the answer.My view is to strengthen the security levels and follow strict law and order,it should be handled in an intelligent way.

Two pronged. Through better intelligence fight and bring the terrorists to book as we are doing now. The other prong is to sit and engage in a dialogue to find out the causes that led to this situation and remedy the root cause of conflicts,resentments,injustices and so on.( Mere killing of terrorists will only create more of them.)
