I wouldn't! It's horrible for your eyes and can irritate them! Please take my advice because I am a real body expertise and I wouldn't put body glitter and put it on your eyelid.
#1. For your body only! Not face.
#2. Buy face glitter in the cosmetics isle at Wal-mart, they have many, varieties and I trust Wal-mart!
#3. Be careful of what you buy, usually the cheap stuff is something you watch out for, and get the little more expensive brands! At least 10$ and up! Please take my advice!!

If you use a safe base for the glitter. There are stores that sell the base to make your own. There is a store in a mall that I went to, where you use their base and then pick the glitter you want.

You mean MAKE your own glitter out of plastic? Or get a packet of glitter and mix it into gel?
Depend on what you use. But I never wear glitters on my eyes because they get into my eyes.
Here is a better way to do it:
Take some sheer double-sided tape, peel off the backing on one side, dip in glitter and spread it evenly. Cut into the shape of your eyeled and stick them on like artificial eyelashes. You can put rhinestones on it too.

No. The reason is because the glitter can get into your eye and scratch it. The best thing to do is go to the super market and get some cheap eye glitter. Or, I like Urban Decay "Uzi" or "Chopper." You can get it at Sephora for $14-17

It depends on what you are making it out of. If you are using harsh chemicals, then no it's not safe. If you use natural ingredients, then you are safe. Here are a couple recipes to make your own SAFE body glitter.
