The dumpster in my new building is overflowing and less than half of the residents are moved in. It makes me think something is wrong with the design. The building has 344 units.

There should be more than one dumpster. Also, you have to take into consideration that everyone is moving in and they are throwing away their moving boxes etc. You can check with the City that you live in as far any code violations. I know I've seen some at the apartment complexes around here that are over flowing regularly. People are always moving in and out. This causes allot of trash. I've even seen couches in the dumpsters.

I think the Health Dept. in your area would be the regulators under the county health codes!
