You sub in 3 in the place of x and -2 in the place of y, so your new equation would look like this
7-2xy^2+4y+2x^2
= 7 - 2(3)(-2)^2 + 4(-2) + 2(3)^2

The you follow the rules of BEDMAS (Brackets, exponents, division and multiplication *in order of appearance* then addition and subtraction *in order of appearance as well*)
= 7 - 2(3)(-2)^2 + 4(-2) + 2(3)^2
= 7 - 2(3)(4) + 4(-2) + 2(9)

Then multiply the numbers which do
= 7 - 2(3)(4) + 4(-2) + 2(9)
= 7 - 24 - 8 +18

Then add and subtract
= 7 - 24 - 8 +18
= -7
