i quite don't understand by what you mean by saying 'reinstall windows every time'....
if you are reinstalling the whole OS, then the problem may not be a virus because a clean reinstall of the OS removes viruses, until the virus is a 'boot-sector' virus.
the best bet for you, get your computer checked by some professional. prolly a frnd or relative first.

You may have a virus or spyware.
There are 3 things that you can do. I am not an expert, but I do have some knowledge of how to fix these problems. Download and run stinger, a program by Mcafee that searches for certain viruses and deletes them. It is not a substitute for antivirus, it is an aid.

As the others have said, you might have some nasties on there. Go into Trend micro's website and run a "Housecall" which is a free scan which hunts out viruses, trojans, spyware adware etc. Then whatever it finds it will destroy for you.
