Umm... no, he didn't force japan to attack Pearl Harbor. there is a theory that he knew about the attacks thanks to a broken code, and didn't do too much to prevent them (besides maybe moving the carriers out of Hawaii), but he certainly didn't make the attack happen.

how could he have "forced" Japan to attack?

Your answer is defiantly NO, History tells us that Japan was spreading around the Pacific like butter on bread, America stood in the way, we were already at war with Hitler and Japan for two years before Pearl Harbour, in 1941 and then if we had not won the Battle of Britain in1940 America was next on Hitlers adgender,Japan bombing Pearl Harbour was planned but not by FDR, Germany and Japan were Allies along with Mussolini Italian,The seconded world war was going Hitlers way all of Europe was under his command Exec pt GREAT BRITAIN we stood alone against him from 1939 to 1941 when the Americans came in and then they only landed on our safe shores in 1942.Oh yes we had lend lease but boy did we pay for it.
