used windows os, seems to have block of parts of the hard drive

Your jumper pin is in the wrong place. There is a limitation pin. check the diagram.

Or, your disk has more than one partition. Go to: Mycomputer ->right click ->manage ->disk management. Look at your disk. It will tell you how many partitions you have. Right click, remove the partition you do not want.

If there are no partitions and if it still shows 31gb., then jumper setting is your answer.

If you have a 31 gig partition on this 200 gig drive, then foamatting will only format this partition and still will show 31 gig. In this case you need delete this samll partition and create a bigger one using FDISK.EXE.

The other answer is good. It may be formatted with FAT and not the new one for larger drives - (NTFS) . Fdisk it with XP and it should be OK. But I think you have to have service pack 2 installed - which most people have now.
