It is a kind of juniper tree. Any suggestions on how to bring it back to life?

You might want to do some research online about your specific type of tree because there may be many reasons it's dying. Lack of water's always a possibility but it could also be disease, bugs, not enough/too much sun, bad soil, wrong climate, or any number of other things

call a local Arborist, or Tree Company and ask them to send someone out to do an assessment.
You may not be able to save the tree at all
If it can be saved, maybe you need a professional to do it
If your child had pneumonia, you wouldn't try to fix it without a professional, your tree is the same.

You could try fertilizing it all around the tree to the outer leaf dripline and test the soil to see if it needs amending.

It might have some kind of disease. You can call the Extension Division of the State University nearest you. They have lawn and garden care experts who give advice.
