Does anyone know how to make a fake town for fun on the internet.?

I am fifteen and my little cousin wants to know if theres a way to make a fake town with houses and stores and stuff for free so he can have fun. Does anyone know how he can and where he can. But it has to be free and you dont have to download it.

there is nto really something like that for free, there is games like world of warcraft and runescape where u can build houses but they are lot more complex that just building a house.

if u want a game where u just build stuff and take care of them i would advise buying or downloading sim city.
