Im assuming the latter:
Look at old pictures of Madonna, Huge teased hair, all messed up with a hair band, and jewels
Low cut baggy jersey, short tight skirt, black fishnet stockings, boots, HUGE jewelry, maybe shoulder pads. Think Glam-Trash.

Go to a thrift store or find someone who is in their late 30's early 40's and ask if they have a dress you can borrow. An old prom or bridesmaids dress will do nicely. Search 80's online for pictures to emulate hair styles and accessories.
