Go to a used clothing store and check out their dress/prom section. I guarantee you will find some crazy dresses from the eighties.

Maybe look at Madonna's style from back then. She has always been a trendsetter and she definitely wore some outfits in the 80's (among every other time) that would get noticed.
I grew up in the 80's, so.....I would wear big hair, lots of bracelets (remember jelly bracelets? haha), big earrings, etc.

something with LOTS of sequence, or lots of SHINE, make sure its a bright color, and WHITE pumps, a true 80s staple!
go to a thift store and i bet you can find a dress for under 10$!
