If you want him to live or at least to give him a chance to live I suggest you do the following:
Treat him with an antibiotic such as tetracycline. THis will help to prevent fin rot from his open wounds and fins.
Change his water regularly. This will help prevent bacterial build-up in his water.
Try feeding him different things; dried blood worms, pellets, baby brine shrimp. Avoid live food are frozen live food because it can carry deadly bacteria that he is easily suspectable to right now. If he was well fed he can live two weeks without eating. My betta got sick with septiciemia and did not eat for two weeks no matter what I tried. He started wating again so I don't how long they can go without food but I know it is a at least two weeks if they refuse to eat. Continue to offer him food. Pester him with it. I would alwyas grab the food with a long pair of tweezers and tap it against his mouth. Eventually at the end of two weeks he did take it.
and whatever you do don't give up on him!
The directions for treatment with any antibiotic is on the package. I hope he gets well and I hope this helps.

Bettas are used to fighting, but you shouldn't let him fight too much that he get seriously hurt. Just hope for the best; maybe he's just resting and needs to regain energy after the fight. Research Bettas on 'taking care of your pet Betta fish' websites.

Keep the water very clean to avoid infection. Don't feed him for a few days (,more fish poop = more water pollutants). Consider adding freshwater aquariums salt (one level teaspoon for every gallon of tank water). It will help to prevent infection and speed healing. Most, if not all of the fins will grow back in time providing that the damage was not that severe.

His fins will regrow but there is the chance that they will become infected with fungus. Aquarium salt is an excellent product to use to help stop infection. if fungus has started there are specific fungus medications for betta's (made by aquarium pharmaceuticals).

How long has he been not eating?
It's still possible that he will live. Try to encourage him to eat (sometimes moving the floating food around catches their attention and they eat it) and see what happens!
