If they are in their own yard, they can look anywhere they want. And if you are "constantly catching" them looking, has it ever occurred to you that they might be thinking the same thing about you?
If they are walking onto your property and peering into your windows, that's quite another thing, but it doesn't sound like that is what they are doing.
You cannot dictate where people can and cannot look while in their own home or on their own property.
It's up to you to obstruct the view into your house. Sheer privacy panels will let the sun in and keep prying eyes out. So will gathered lace curtains. You could also get one-way view shades.
You could also plant tall bushes around the perimeter of your property to obstruct the view into your yard.

Get a bigger fence is my best suggestion. You can't really do anything other than that. You could also wave frantically when you see them watching. If they panic and try and pretend they weren't looking just go next door and ask them if they wanted to talk. (Don't do that if they actually really do want to talk.) And always keep a fake smile on your face during this charade. Although the fence idea is a sure thing.

The best way to keep them from poking into your business is to make friends with them and satisfy their curiosity on *your* terms. When you hide from them, their need to know gets more than they can bear. Maybe they're just really lonely people. Who knows? You might discover they're wonderful people who have been virtually abandoned by their children and grandchildren and are desperate for someone to care for. Give them a chance... it might take some time to cultivate their friendship, but it could be so worth it!

Privacy fences are always great.. but that's the only thing I could think to do! I would your kids talk to them if they want, while you are in the yard with them, like you said they are prob. just lonely! Good Luck!

During the day (esp. on sunny days) they probably cannot see inside your house that well as the outside is brighter than the inside. Perhaps they are looking to see if you are watching them since it sounds like you spend a lot of time looking to see if they're looking. Try talking to them and seeing if they are "strange".

You can't do much as long as they are on their property. They may be just old and lonely., Finding happiness watching a young family. Remembering when they were young.You might want to get to know them a little. they could be useful to you one day.
You know like surrogate grand -parents kind of

yes when you see them doing it walk out and tell them you would appreciate it if they would stop before you call the law ,that will shock some since into them and if that dont work give them something to look at they wouldnt want to see put on scary mask and play a scary game scare them from right in your house .

Why do you call the kids in when the people are talking to them? Maybe if you **** them off like that, they think your up to something evil and you don't want the kids blabbing to them about your drug lab.

get a huge scary dog! i hate people like that too; so my mom got 2 dogs (little ones) and now the neighbors have the habit of feeding them like they're theirs!
or if it's too dangerous on your kids; put signs up that say private property; stay away!

Yikes, I don't know. I think looking in windows is a bit much!!
Ask your other neighbors about them and see if they have the same problem. See if they are "safe" people.
