I think it would be easier in the freezing weather, but I sure enough would do a google search for information before I try it.

No, bees live in a colony and winter over in a huddled group, moving their bodies and wings to stay warm, using the stored honey for food.
Call a beekeeper or pest control (phone book) to remove them. Unless you have beekeeping experience and equipment, don't try it yourself. If you have bee allergies it can be deadly.
There is usually not a charge, because bees can be a valuable resource. Usually these are from an established hive that has had a queen fly out to mate and the resulting second colony that followed her has established itself in the garage vent.

The big question is -
Do you have bees (honeybees) or wasps? (hornets, yellow jackets, etc)
I used to keep honeybees. And, other beekeepers did respond to calls for "honeybee removal" But, I don't know of any who do it for free!
Removal takes several days, and attention from the capturing beekeeper. They will advise you on sealing up any inviting holes, etc.
It you have wasps, you can tackle them yourselves, though I don't advise it. If you do, be sure to wait till almost dusk. Most will be in the nest then. And, use one of those spays that shoot 20'! An exterminator can advise you best.

Call a local bee keeper or honey maker, they will pay you for the bees! Some of them pay big BUCKS
