IF you have money, I mean 80 bucks for Gelsil and the liquid that complements Gelsil for hardening, you can make realisitc looking water but that's if you want to go to the extent of wasting 100 dollars. You need to make a clay model of the water area. You need to create a water tight area for the pouring of gelsil. Gelsil is not that great for bare hands so soap your ands and put on some gloves! POur the gelsil into the sealed area and when that dries... 12hours if you do it right, you have a mold for any liquid thing like plaster and so on.

If your moat is made from foam then this won't work. Polymer
clay that has been baked will work. Get some gel wax and add
coloring tint to it. Melt the wax and then pour it into your moat.
You can even put small stones in the bottom of your moat before you pour the wax. Hope this helps.

Blue satin material. Found at any sewing/crafts store. Just buy a square of it, outline the shape you want, cut the shape out and assuming you have a base to this whole thing, glue it down.

Try a mirror or that shiny metalized plastic foil.

if you really want to knock yourself out go to a store like Charette that sells things for architects that make models of new buildings and projects. They have trees, ponds, people and other small scaled items that look great with model buildings.
