The answer depends an awful lot on how you define "top". Would it be those sites visited most often? Or those best suited for a specific purpose, regardless of the frequency of visits? Top varies widely according to my purpose, but here are a few...
1) When I need an answer to something, especially a technical pr programming question, Yahoo Answers is NOT my first stop (gasp), but rather, http://groups.google.com ... I like to jump right to the Advanced Search page (I have it bookmarked) here...

2) When I'm looking for a decent tutorial on anything web-design related, my first step is http://www.webmonkey.com
3) When I'm about to head out on a long drive involving highway travel, and especially if it's an appointment and I have to be on time, I always check http://traffic.com first, and get a quick glance at all the custom routes I have set there.
4) For email, http://mail.yahoo.com still rules, though my GMail account at http://gmail.google.com is a close second, especially if I need to send instant messages to somebody who is in an office and doesn't have access to Yahoo Messenger.
5) When I'm hunting for new contractual computer work, my first stop is the Computer Gigs section of CraigsList. My local one is http://losangeles.craigslist.org/cpg/ but there are CraigsLists in just about every major city and state and around the world as well. I usually couple that with a visit to Rent-a-Coder where we finalize the contract (and it's how I get paid). 8) For people who want to create their own interactive websites ultra-fast, I usually recommend either http://drupal.org or http://wikkawiki.org -- and I've actually written extension modules for both of these systems.
