Yes, of course you can still have sex! The nice thing is you are a lot more lubricated, and sex helps with cramps.

As for the chance of becoming pregnant being higher... a bit of biology here. During your period, your body is getting rid of the blood and nutrient-rich lining the uterus has built up during the month. The purpose of the lining is to nourish a fertilized egg. The chance of a fertilized egg implanting during your period is small, but not zero.
You cannot entirely eliminate the chance of getting pregnant, though, as sperm can stay in your body for days and fertilize an egg when you ovulate in a few days.

You might want to put a towel underneath you or have sex in the shower, as your menstrual flow will make things a bit messy.

Yes you can but I don't think the chances are higher. The reason you are having your period is becase your body is sloughing of the uterine lining it doesn't need because the egg has not been fertilized. If pregnancy chances are higher during menstruation there would be no need for ovulation tests that tell you when your optimum is to get pregnant.
