Yes you can, just turn off the computer and plug them in.
When you turn on the computer the new devices will be automatically detected and any drivers needed will be installed automatically by Windows.

yes I had to do that on a laptop because I wanted to use an external keyboard and an external mouse but didn't have neough matching ports for two USbs or two PS/2s

Yes you can do. Not a problem. Whilst the PC is turned off, connect the two devices and when you turn on XP will detect them and install automatically (plug and play). If, however, you are using Win 98 you may have to install drivers (plug and pray).

Yes you sure can you can also get an adaptor so the PS2 will go in a USB slot if you want
