Didn't the person to whom you submitted the application tell you how to get in touch with him or her? Didn't they give you a business card, or a copy of the application, or anything? If not, then I would get on the California government web site, and follow the links to the medical assistance program, and see if there isn't a way you can help yourself to find out the status of that application.
