Do you mean a ring necked snake? Don't put soil in because of the contamination dirt can carry, mites, bacteria etc. It's too hard to keep soil clean & dry. Many substrates are available, aspen bark, shredded newspaper. Rocks are OK but again you must clean them with bleach & water or by boiling to avoid contaminating the cage. A small cardboard box works very well for the snake to use as a hiding spot & make sure you have a sturdy, hard to tip over water bowl.
