you need to be able to code website to expert degree..
in such things as .NET, .Asp, .html, javascript, SQL, .PHP, SSL and a few other things it can take years to be a webmaster.
there is many book u can read on these coding systems.
also since most sites are now flash based, u would also need to know flash, action script(flash code), dreamweaver for the graphical animation.

HTML, c++, and also flash. a program on graphic design would help also. All the other programs listed from others are great also. Flash is more advanced and provides you with a great website

a web master runs a web sight,
so learn html (language web pages are in)
maybe some javascript
and run a webpage
