Well, controls need to be tightened up. You must have several forms of identification in order to take and pass a test - like when you open a bank account.

If you cannot provide those - then you don't get to take your test - at least one should be photographic evidence - passport/id card etc.

No doubt though, in the UK, NOTHING will be done about this for quite sometime! It will have to be debated, discussed, studied, re-debated, re-discussed, and on and on and on.

In the meantime, all sorts of fraud - much of it related to terrorism - will continue to be carried out easily in this country.

This is what is happening because George Bush and the Republicans refuse to address the illegal immigration problems. You might even consider how many illegal immigrants are driving drunk on American roads daily without proper identification. A driver License is a privilege in most States that I know of, not a guarantee.

It stinks, frankly. Annoying enough for those of us who qualified to drive legitimately, but how depressing must it be for those who sit their driving tests in good faith and fail, to see that some people are gaining driving licences when they possibly have no idea how to drive safely?

But then, the people behind this sort of thing don't think in terms of what's right, safe, or ethical. They think about how much money it can make them (usually a lot).
Doesn't do much good for the pro-immigration argument either, come to think of it. Shame, really, when a few fairly basic ID checks could solve the problem without huge expense or complication.

There are some genuine idiots out there. Suckers are born every minute too. What can I say? Just be glad that guy was caught.

By the way, what is stated above applies every where - including the United States.

However, I don't think we've tried this yet. Our driving laws are different, and they protect from people attempting to do what you said.

Thank you for sharing your story! It certainly is an eye-opener.

COMMENTS RETRACTED - I STUPIDLY ASSUMED IT REFERRED TO THE USA - RATHER THAN THE UK - MY BAD :-(

You don't have to be a US citizen to get a DL, credit card or bank account in the USA. You don't have to provide proof that you are legally in the USA. So there should be no reason to do this.

I emmigrated (legally) from England in 1993. As soon as I arrived, I opened a bank account, got a credit card, bought a car & took the test (in Arizona), the testing standard was a extremely low and I passed easily.

To open a bank account you need an SS #. To get a credit card without credit history in the USA, you have to have security or provide documentary evidence of your credit-worthiness (e.g. a letter from a recognised employers saying that you are employed by them & getting paid $x).

SO - I would ask you to provide a source - respectfully, I suggest this sounds like a bogus story created by the bigots.

Its scandalous, but to be perfectly honest i'm really not surprised at all, wherever theres money to be made from something like that theres a inexhaustable line up of scumbags trying to make that money regardless of the consequences.

maybe we need to look at subsidising driving lessons and reduce the cost involved in obtaining a license then people wouldnt need to fork out for a fake one.

no news to me, here in Sheffield there's a ethnic import who takes the test for other ethnic imports, so they can become taxi drivers. i think its time that we had our fingerprint i.d. on our licence before and after the test,
