it is turning yellow

Are you sure its a pine. A larch is a conifer that looses its leaves in the fall. A pine will drop some needles, especially on the inside branches where sunlight does not reach, but the needles generally turn brown.

You don't say how big it is or how long it has been planted.
If it is turning yellow but not brown, it is probably too wet and might need transplanting to a drier location. Pine trees don't like to sit in water... have wet feet. Sometimes pests can damage the new growth. If you suspect this, take a cutting to a garden center and ask for advice on pesticides.
If the needles are crispy and brown, it is probably too dry, from lack of moisture in the soil, sunburn or windburn.

Yes, being dry is a big one but, being too wet is another problem. Most trees do not like wet feet so you may want to check and see if there is any standing water. Also, shade can be a factor, take a good look to see what is around your Pine tree.
GOOD LUCK, I HOPE YOU CAN SAVE IT!
