I think a competency based question is basically one that is easily understood. In the days of GCE - before GCSE - questions were made deliberately difficult to understand. Advice given was read the question several times. I found my old maths paper and thought what utter rubbish it was. It wasn't my maths that was bad - it was the way the questions were asked that was horrendous. Incidentally, your question isn't exactly clear. maybe, you should practice making your questions absolutely clear and easily understandable. People don't have time these days - to mess around. Computers are out of date in 2 or 3 years. By the time you have learnt how to be really competent at using some software packages - the upgradeis out and the publishers are asking you for more money. The same applies to the law. We need everything written in plain English. Some chemicals have to have complex names to describe exactly what they are - then the name is often abbreviated. We come up with new terms all the time in computer technology and that too can be improved - who came up with "blue tooth"? A clearly defined idiot! Small print in contracts is still used in the UK - even though it is unlawful under the disability discrimination act - because people who are parlially sighted or have sight handicaps can't read it. In fact many people over the age of 40 can't read it. It is unlawful, yet mostly written by - yes - lawyers. Plain English is something totally foreign to lawyers who draft the bills that go through parliament. So the Human Rights Act - although it affects everyone is understandable by a small percentage of the population and read by even less. I'm sure the new Human Rights Commission will be as useful at policing the Human Rights Act as the Disability Rights Commission has been at policing the Disability Discrimination Act. So are you competent to ask a question? I hope this is for homework - you'll get top marks! lol

I aint to sure of your question !!!, compentency based questions for eg..... NVQ National Vocational Qualification .
The NVQ have a set of questions which a person has to show they are competant in answering or showing.
Once they have shown this they pass that a go onto the next questions.
