They use the aspects that seem to work at the State level, in hopes that they will work at the national level.

Because several states have programs that work. MNcare for instance is available to ANYONE who makes $19,999 or less per year. It is a great program. State programs have better success because their bureaucracies are smaller which means they are cheaper to run. If congress really wanted "free" healthcare they would fund these state run programs in much the same way as they fund transportation projects.
I know for a fact if MNcare could get federal funding they could increase income requirements to $25-30K a year. But then they "lose that carrot" to dangle in front of voters.
